Foreign Trade Policy(FTP) & DGFT matters
The office
of the Director General of Foreign Trade is located at Udyog Bhavan, Maulana Azad
Road, New Delhi and is an attached office of the Department of Commerce. This office is
entrusted with the work of formulation and implementation of Foreign Trade Policy
(FTP). Current FTP period is
2015-2020. The office of DGFT is having various subordinate offices called Regional
offices (RAs) all over India. In New Delhi, Mumbai. Chennai and Kolkata the RAs
are headed by the Additional DGFT and most of other offices are headed by the
Joint DGFTs. Small offices are headed by Deputy DGFT or Assistant DGFT.
The total Foreign Trade Policy comprises of Foreign Trade Policy (FTP), Handbook of
Procedures (Vol1), Handbook of Procedures (Forms and Appendices), Standard Input
Output Norms and ITC(HS) Classification.
Foreign Trade Policy (FTP):
Foreign Trade Policy is announced by the Ministry of Commerce, Government of
India. It is always approved by the Executive, which means by the Minister.
Any amendment to the Foreign Trade Policy (FTP) is done by way of a
Notification which is always approved by the Minsiter.
Handbook of Procedure
(Vol1 and 2): Handbook of Procedure prescribes procedure to be
followed, forms in which applications needs to be submitted etc. Any
amendment to Handbook of Procedures is done by way of issuance of a Public
Notice. All Public Notices are approved at the level of the Director General
of Foreign Trade (DGFT).
Standard Input Output Norms (SION):
This book is a compilation of Standard Input Output Norms(SION) meant for
issuance o Advance Authorisation and DFIA. The SION is published on the
basis of recommendation from interministerial Norms Commitee (NC)
ITC(HS) Classification: This
book is a compilation of classification of Import and Export items. It also
gives Policy for importation or exportation of a particular item like
whether an item is prohibited or restricted or free for import and/or
export. Currently more than 99% of items are freely importable and
exportable.

Amendments and Clarifications: This section provides with Notifications which amends FTP and
Public Notices which amends Handbook of Procedures. DGFT also issues various
clarifications called Policy Circulars.
