Customs Circular No.21/2004 dated 27.2.2004
Subject: Fixing of ‘Single Day” for release of “ Public Notice” by field formations-reg.
Sir,
I am directed to say that suggestions have been received for fixing a single day for release of “Public Notices” by the Customs Houses so as to enable the trade to know when to expect any change in any procedures.
2. The matter has been considered by the Board and it is felt that certain Public Notices cannot be kept pending till any appointed day because the delay may result in loss of revenue or delay in clearance of imported/export goods. Accordingly, it has been decided to fix 1st and 3rd Mondays of the month for issuance of Public Notices by field formations, except in cases where the Public Notice is based on Board’s Circular or instructions or any notification , where it should be issued immediately. In case 1st or 3rd Monday happens to be a holiday , the Public Notice should be issued on the next working day.
3. Kindly bring the above instructions to the knowledge of all concerned and for strict compliance.
4. Hindi version will follow.
Yours faithfully,
(D. S. Garbyal)
Under Secretary to the Govt. of India
