Issuance of Ad-Hoc Advance Authorisations under Para 4.7 for Readymade Garments
of Textiles, Leather
Attention is invited to Policy Circular No. 20 dated
05.12.2007 and Para 3.9.1 therein.
2. Representations have been received from Apparel Export Promotion Council that
consequent to above mentioned circular, the Garment exporters are facing
difficulties due to non-issuance of ad-hoc advance authorisation under Para 4.7
of HBP v1 by the Regional Authorities (RAs), and adherence to SIONs even where
the garment is based on a particular style / pattern / design and where there is
stately a significant variation in the quantity of fabric required to make the
garment.
3. It has been decided that for Readymade Garments of Textiles & Leather, where
the requirement of fabric, depending on pattern / style / design of garment, is
more than 7.5% of the existing SION (e.g. where a SION specifies 2 square meters
/ piece but the requirement of fabric is more than 2.15 square meters / piece),
RAs shall consider issuance of ad-hoc Advance Authorisation under Para 4.7 for
export of readymade garments that are based on particular styles / patterns /
designs. The Norms Committee (Textiles and Leather) shall finalize ad-hoc norms,
taking into account the CAD/CAM/Lay Markers for that particular style / design /
pattern based garment and other technical inputs. Export Product description
shall contain the particular Style No. / Design No. / Pattern No. of the garment
and Export Obligation shall be monitored accordingly. Exporters are required to
mention the Style No. / Design No. / Pattern No. on the customs attested
shipping bill / packing list for export obligation monitoring purpose.
