Registration will be required only for those suppliers that directly contract
with importers located in India (overseas supplier)
In exercise of the powers conferred under
Paragraph 2.4 of the Foreign Trade Policy, 2004-09 and Paragraph 1.1 of Handbook
of Procedures (Vol.1), the Director General of Foreign Trade hereby makes the
following amendments in the Handbook of Procedures (Vol.1).
1. Para 2.32.2 (a) will be amended to read as follows :
“Import will be allowed only from overseas suppliers who are registered with the
Directorate General of Foreign Trade and are listed under Appendix 5-B of the
Handbook of Procedures. Registration will be required only for those suppliers
that directly contract with importers located in India.”
2. Para 2.32.2 (g) will be amended to read as follows :
“In case of any violation, the overseas supplier would be deregistered. Action
will also be taken against the Indian firm which is importing the scrap under
the Foreign Trade (Development & Regulation) Act, 1992.
The last date for filing the applications will be 31st May, 2006. Applications
can be sent by e-mail, courier, or in person to the Directorate General of
Foreign Trade, H-wing, Udyog Bhawan, Maulana Azad Road, New Delhi – 110 011.
The new system of import from registered sources will come into effect from 1st
April, 2006. However, in cases where Bill of Lading is dated 1st August, 2006
and before, imports will be allowed on the basis of Pre-Shipment Inspection
regime in terms of Para 2.32 of the Handbook of Procedures (Vol.1), notified
vide Public Notice No. 1 dated 8th April, 2005 and as amended from time to time.
