All Regional Licensing Authorities

 

 

(1) Subject: Clarification regarding Public Notice No.31 dated 14.12.04 for issuance of Advance Licences for Pepper.

 

          Attention is invited to the Public Notice No.31 dated 14.12.04 wherein the Standard Input Output Norms appearing at Serial No(s) E6, E84, E87, E90, E96, E103 in the Product Group: Food Products stood deleted.   However while publishing the compilation of all Public Notices in the form of Handbook of Procedures, Vol-II ( updated upto 31st March, 2005), through oversight, the above entries are still shown as valid in the Book.  It is hereby clarified that no Public Notice was issued after 14.12.04, reinstating the above entries and therefore the above entries shall be treated as deleted for all practical purposes w.e.f. 14.12.04 in terms of the Public Notice No.31 dated 14.12.04.

 

(ii) Subject: Issuance of Advance Licences for import of Agricultural items under para 4.7 of Handbook of Procedures, Vol-I.

 

          Attention is invited to the Public Notice No.63 dated 28.3.05 wherein it was decided not to accept any applications for import of Agricultural items falling under the following categories under para 4.7 of Handbook of Procedures, Vol.1

 

(i)                All vegetable/edible oils classified under Chapter-15 and all types of oilseeds classified under Chapter-12 of ITC (HS) book;

(ii)              All types of cereals classified under Chapter-10 of ITC (HS) book;

(iii)            All spices having a duty of more than 30% classified under Chapter-9 and 12 of ITC (HS) book; and

(iv)            All types of fruits/vegetables having a duty of more than 30%, classified under chapter 7 and 8 of ITC (HS) book.

 

          The above provisions have also been incorporated in para 4.7 of Handbook of Procedures, Vol-1 as updated and published vide Public Notice No.1 dated 08.04.05.  Now it is clarified that the licensing authorities should not allow any enhancement in the CIF value of the licences issued prior to 28.3.05 for any additional exports effected on or after 28.3.05. 

 

All RLAs are requested to take note of this Circular for immediate compliance.

 

          This issues with the approval of competent authority.
